QinetiQ Inc. is looking for an experienced ProgramAnalyst to support our mission work at our Fort Belvoir, VA location. The selected candidate will have responsibility in the following areas: Plans, develops, analyzes and coordinates program funding and manpower Provides recommendations to technical managers and senior staff on resource requirements/allocations. Provides program and manpower analysis leveraging advanced understanding of financial management laws, regulations, policies, methods and techniques. Collects, develops, analyzes, and provides data pertaining to personnel, budget, and programs under the control of the assigned Division. Develops, reviews, consolidates and modifies budgetary data and reports for consistency with goals, objectives, reasonableness, and accuracy. Presents budgetary briefings with supporting statistical data to leadership who use the data to defend budget and manpower requirements and as a basis for making decisions. Develops data required for examining various options or scenarios related to budgetary issues that may adversely affect the organization. Develops and presents data in professional and readily usable form via electronic or hardcopy presentation. To Land This Job, You Need: A Bachelor's degree in Accounting, Economics or a similar field, or equivalent hands on experience. Experience receiving, reviewing, and processing purchase requirest using various databases such as Access. Strong knowledge of MS Office Suite Software especially Access and Excel. One year of specialized experience equivalent to the next lower grade or band is required. Specialized experience is defined as the following: Experience in executing Department of Defense appropriations Experience with business or accounting systems such as the General Fund Enterprise Business System (GFEBS) and the ability to create Purchase Requisitions and run reports from business/accounting system Experience working with program/project managers in developing obligation and disburesment plans and coordinating withprogram/project managers as needed to maintain financial accounts and to track obligations and expenditures Experience using travel systems such as the Defense Travel System (DTS) including knowledge of the workflow and budgeting within the systems Experience collecting, processing and explaining complex financial information to laypeople Experience establishing and executing financial aspects of support agreements and other documentation needed to execute financial plans. Excellent Oral and written communication. Knowledge of specific accounting software such as Jamis or Deltek is a plus.
