The Global Trade Organization, within the Anti-Corruption, Trade, and Risk Management (ATR) group of MBO is responsible for global export compliance for Microsoft’s products, services, and technology.

The Global Trade Organization team owns and manages export control processes, ensuring compliance with all applications laws and regulations and provides export subject matter expertise internally and externally.

This role will be primarily responsible for business engagement in general export compliance matters for Microsoft businesses. This role will work closely with Microsoft business groups to advise and enable international business strategy while complying with Microsoft Global Trade and regulatory requirements. This position will work closely with a cross-functional team, including program/product management, marketing, engineering, R&D, operations, and other Trade colleagues to strategically drive and implement export compliance processes throughout the product development lifecycle within these groups. This role will also drive continuous improvement in processes and technology of Global Trade’s engagement, from identifying/solving complex exporting scenarios, to collaborating on remediation of identified risk areas / process gaps between the businesses and Global Trade.

Responsibilities

The position, International Trade Compliance Manager will be a member of the Export Controlled Industries group, which sits in the wider Global Trade Organization. As the Global Trade Organization continues to expand and grow to meet external statutory trends and internal business needs, this Trade Manager will be primarily responsible for supporting the Experiences and Devices (E+D) organization. This position will provide primary export compliance support for all Mixed Reality (MR) programs, with responsibilities in the framework areas of risk assessment and mitigation, internal controls, testing, auditing, incident management, and training. Additionally, this role will provide primary support in the following export compliance areas:
  • Engage and advise businesses to integrate international trade compliance requirements through proactive business engagement and participation in new business, engineering and program reviews
  • Advise, develop, and implement authorization strategies to mitigate risk for complex product, software, and technology exporting scenarios, including deemed export compliance
  • Draft U.S. State Department and Commerce Department export authorization requests to enable international business strategy
  • Guidance on maintaining commercial viability to maximize exportability and compliantly protect our businesses
  • Provide support to ensure robust documentation and recordkeeping requirements for authorizations, provisos, international engagements, transfers, commercial viability, and government reporting are met
  • Additional areas include: technology controls plans / technology transfers, travel policies, foreign person visitor guidelines, training, product/technology markings, end use / end user guidelines, export documentation support, and authorized storage/access of technical data
Trade is seeking an experienced professional, with the ability to support a wide variety of products, services, and technology in the areas noted above. Working closely with the Trade Manager, COE, this position will also act as a process/technology advocate for the MR team, and support the integration and implementation of suitable Microsoft technology, systems, and processes to address key business compliance processes, that will reduce turnaround times, improve productivity and increase trade compliance by implementing and enforcing Global Trade policies and processes.

Additional Responsibilities Include

Export Control & Management
  • Interpret regulatory requirements or company trade policies and procedures. Provide solutions and consult with peers to minimize trade liability and risk. Proactively cross collaborate to achieve team goals and respond to changing company and business priorities while ensuring compliance first. Represent within the Trade Team business strategy, goals, and how they align to the team’s work.
Compliance
  • Monitor and prepare for changes in export control laws against current business outcomes, and coordinate with CELA (Legal) Trade to manage formality filings, classifications, export licenses and reports. Helps to design, implement, and maintain repeatable, scalable processes to ensure business units are in compliance with export regulatory requirements. Provides factual analyses to support Microsoft's position and offers insight to external government agencies. Identifies, monitors, and contributes to key metrics to ensure efficiency and compliance in the Trade execution and process.
Stakeholder Engagement
  • Ensure compliant, efficient export compliance across the company by interfacing with internal customers and Legal teams in trade compliance matters. Drive inclusion by proactively listening to diverse perspectives to better understand Microsoft's business for optimal business and compliance outcomes.
  • Proactively identify gaps and draft corresponding action plans to mitigate risk and ensure timely completion
Audit
  • Coordinate and facilitate trade gap and risk remediation projects with business stakeholders. Drive and manage internal trade controls and governance monitoring.
Reporting
  • Contribute to the research, development and implementation of reporting and insights across the enterprise.
  • Ensure compliance with Microsoft reporting requirements, and regulatory filing requirements and recordkeeping.
Training
  • Identify training needs and develop training pertaining to export control requirements for export compliance framework. Facilitate global trade compliance policy training and change management training for internal business development partners.
Process Improvement
  • Help drive efficiencies for trade processes by monitoring feedback (e.g., from internal audits). Partner with management to determine needed updates, institute policy changes by recommending updates for the compliance procedures, and provide status communication updates. Partner with technology groups to define and prioritize requirements to create and update compliance tools. Drive innovation across the organization to identify business requirements and support process automation and improvement.

Qualifications

Required/Minimum Qualifications
  • Bachelor's Degree in Business Administration, Law, or related field AND 1+ years corporate, trade, or supply chain experience in an export compliance function
  • OR Master's Degree in Business Administration, Law, or related field AND 1+ years corporate, trade, or supply chain experience
  • OR equivalent experience.
  • 1+ years’ subject matter expertise in leading export compliance matters at a program level, such as implementing technology control plans, drafting, and managing the use of export authorizations (licenses, exceptions/exemptions, agreements), training, commercial viability guidance, technology transfers, etc.
  • This position requires access to export-controlled commodities, technical data, technology, software, and services governed by the International Traffic in Arms Regulations (ITAR). Due to contractual limitations and ITAR obligations associated with this role, U.S. citizenship is required.
  • The successful candidate must be a U.S. Citizen.
  • Citizenship Verification: This position requires verification of US Citizenship to meet federal government security requirements.
Additional Or Preferred Qualifications
  • Bachelor's Degree in Business Administration, law, or related field AND 2+ years corporate, trade, or supply chain experience in an export compliance function
    • OR Master's Degree in Business Administration, Law, or related field AND 2+ years corporate, trade, or supply chain experience
    • OR equivalent experience.
  • Certification with ECTI (similar export certification program) or equivalent
    • OR in-country professional trade certifications or licenses.
  • 4+ years’ subject matter expertise in leading export compliance matters at a program level, such as implementing technology control plans, drafting, and managing the use of export authorizations (licenses, exceptions/exemptions, agreements), training, commercial viability guidance, technology transfers, etc. preferred.
  • 1+ years’ experience in classifying military and civil training equipment, electronics, computer, information security, sensors, cameras, and nav products (USML Cat. IX, X, XI, XII, CCL Cat 3/4/5/6/7) preferred.
  • Experience with export filings, such as licenses, agreements, documenting use of exceptions/exemptions, reporting, and the corresponding government portals in which they are submitted (SNAP-R, DECCS, etc.)
  • Ability to communicate effectively and collaborate with cross-functional teams to gather and process complex technical information to accurately assess export compliance risk and work towards mitigation/resolution.
  • Strong project management and organizational skills, experience with Microsoft tools preferred à ADO, D365, Power Apps.
  • Experience strategically managing complex export scenarios à multiple countries, complex manufacture / supply chain, product variations, hardware/software combinations, various end uses/end users, etc.
  • Experience in / familiarity with non-US export control regulations (e.g. UN, EU, UK, etc.).
  • Experience creating and delivering training modules to cross-functional teams and key stakeholders
  • Ability to influence and make an impact within a geographically diverse team.
  • Experience with assessing compliance risks in the business and developing proactive strategies to mitigate risks.
  • Ability to effectively interact with all levels of employees (from Managed Services to Senior Leadership).
  • Excellent written, verbal and presentation skills with the ability to interact and team with company personnel and external advisors.
  • Excellent organizational skills and ability to self-manage and balance numerous competing priorities.

  • For Colorado applicants the hiring range is $96,000 to $144,000
  • At Microsoft certain roles are eligible for additional rewards, including annual bonus and stock. These awards are allocated based on individual performance.
